Regional Development Framework

The Regional Development Framework has been developed by TOPROC, the Top End Regional Organisation of Councils. TOPROC consists of six Councils - Darwin, Palmerston, Litchfield, Coomalie, Cox Peninsula and Belyuen.

Key discussion points within the framework

Greater Darwin is a unique and dynamic tropical environment TOPROC, working with other organisations and the community will promote and foster economic and community development and environmental management.

The economic, social, environmental and physical profiles have been identified and the specific issues and actions developed in consultation with a broad range of organisations and individuals.

Types of actions the framework proposes

Action - to advocate for the establishment of a fifth Regional Development Board focussed on the TOPROC region.
  • 50% of the states population located in this area
  • 50% of GDP generates in this area
  • 70% of all registered businesses in the state in this area
  • Urbanisation
  • Import export markets
  • Commercial and residential planning and development
  • Tourism
Action - TOPROC as the lead agency and central point for local government issues within its region and to have direct input into NTG policies and strategies
  • One stop shop for government liaison - DIPE, DBIRD, Sport & Rec etc. to achieve a united voice.
Action - TOPROC sharing resources and working together to reduce red tape
  • Waste management

  • New technologies
  • Social development trends

  • Weed management control
Action - Encourage appropriate urban development which reflects our tropical environment - not that of Canberra

TOPROC working together on such issues as:

  • Influencing planning an design process to reflect unique region in Australia
  • Forging stronger links with architects, developers and investors to create more sustainable development
  • Landscaping
  • Streetscape strategies
  • Public and community buildings and facilities
Action - seek opportunities to encourage and support indigenous participation in the workforce

30% of the Territory's population is indigenous and 18% of those are in the TOPROC region.

TOPROC working together to encourage and promote the many roles council positions can offer

  • Apprenticeships
  • Traineeships
  • Participation in careers day at schools with high indigenous student enrolment
  • University recruitment days
Action - Advocate the development of a social plan for the TOPROC region

Palmerston is a prime example of the need for dramatically increased infrastructure in a short time frame - but for how long will it be needed for the cost of the investment.

Aged care is a growing social issue.
