Council has a number of facilities and open spaces available for community hire. A refundable cleaning bond of $125.00 is required for each venue. Please refer to the booking forms in the facility descriptions for hire costs and conditions.
Due to the recent legislative changes introduced by the Northern Territory Government, the requirements for consuming alcohol at a public event within public spaces and buildings has altered. Previously the City of Palmerston implemented in conjunction with the NT Police Force the requirements upon the Party Smart Registration. City of Palmerston sought NT Police approval prior to approval being given to approve consumption within City of Palmerston public areas or buildings. The changes implemented by the Northern Territory Government now require the applicant to have a special event permit. Under the new system, any public event in an area where alcohol is banned must have a special event permit to allow people to drink at the event. Within the existing Liquor Act, one of the provisions is that it is an offence for a person to drink alcohol within two kilometres of a premises with a liquor licence. This impacts the consumption of alcohol within all public buildings and open spaces within Palmerston under the operation of City of Palmerston. Given its recent implementation, the City of Palmerston is currently reviewing its existing policies and procedures to reflect the changes to legislations.
In the interim until formal Council policy is approved, the CEO (or their delegate) will review and consider any event in the City of Palmerston public open spaces or building upon the merit of each application. This review will initially give the applicant the authority to apply for a Special Event Permit for a Public Restricted Area under the Northern Territory Government Liquor Act. Upon approval of the Special Event Permit, a copy must be provided to the City of Palmerston prior to the event in order for the City of Palmerston to allow alcohol consumption at the event held within the public space or facility.
