How Council calculates rates
Council rates are levied annually on each rateable allotment within the council area. On or before 31 July each year, Council declares rates for the financial year and payment due dates.
For the financial year 2017/18 Council has declared the following rates based on land use:
|Rating Zone||Rate on UCV||Min. Rate|
For the definition of Council’s Land Use, please refer to Councils Rating Policy FIN25.
The Waste Management fee for the financial year 2017/18 has been set to $530. The waste management fee is calculated on the basis of service delivery costs for providing collection and disposal services to residents.

Where the last date for payment falls on a weekend or Public Holiday, payment should be made by the next working day (eg. If the due date for payment for an instalment is a Saturday, the payment should be received by 5pm on the following Monday).

Penalty interest for overdue rates
In accordance to Section 162 Local Government Act Council charges interest on rates not paid by the due date. Interest is charged at 18% per annum calculated on a daily basis.
Incentive for Early Payment
Pursuant to Section 160 of the Local Government Act, Council has determined that a cash incentive be provided to encourage the prompt payment of rates and charges for the financial year. The monetary incentive shall be offered through the conduct of a draw to be known as the ‘Early Bird Draw’ whereby the City of Palmerston will provide $1,500 cash prize to two successful ratepayers.
To be eligible to enter the ‘Early Bird Draw’, City of Palmerston Property Owners must pay their rates in full (including any arrears, fines, waste charges and any other charges) by the first instalment due date. Only “ratepayers” who are natural persons, business owners or sporting groups are entitled to participate in the ‘Early Bird Draw’ – Government institutions are specifically excluded.
